Lt Col Mark Kempton

• Director of Government Relations, California Wing

Lt Col Kempton, CAP first joined the Civil Air Patrol in 1984 as a cadet with Squadron 14, then located at Mather Air Force Base in Sacramento.  He rejoined the Civil Air Patrol as a Senior Member in 2011 and was assigned as Deputy Director for Government Relations in 2013 and as Director in 2016.

As Director for Government Relations, Lt Col Kempton’s role is to support the Wing Commander in the planning and implementation of the Wing’s legislation and government relations programs at both the national and state levels.

Professionally, Lt Col Kempton has over 25 years of experience managing corporate programs related to infrastructure development, strategic performance and public policy.

Lt Col Kempton currently operates his own strategic advisory and government relations firm, Kempton Strategies LLC which is focused on the transportation infrastructure sector in California.
