Conference Staff

1st Lt Clair Gregory, CAP is serving as CWC 2023 Project Officer.

Lt Gregory has been in Civil Air Patrol since she was 12. She was promoted to C/Maj and served as the Group 5 Color Guard Commander, PCR Drill Team member, and Squadron 85 Cadet Commander, now operating as the finance officer, Alpha Flight FTO, and Color Guard Coach.

Lt Gregory currently works for JP Morgan as a Private Client Banker.

1st Lt Samantha Moat, CAP is serving as the CWC 2023 Protocol Officer and Head of Registration.

Lt Moat joined Eugene L. Carnahan Cadet Squadron 85 as a Cadet in 2009 and became a Senior Member in 2019. She was appointed as her squadron’s Aerospace Officer, Flight Training Officer, and Deputy Commander for Cadets, utilizing her cadet experience to mentor her squadron’s cadet staff.

As a cadet, Lt Moat served on the Group 5 Color Guard for several years and currently coaches Squadron 85’s current Color Guard team. She was also a member of the 2010 and 2011 California Wing Drill Team, moving onto representing the Pacific Coast Region at the 2011 National Cadet Competition.

Lt Moat holds a Technician rating in Aerospace Education and Cadet Programs.

Lt Moat received a Commander’s Commendation award for her efforts planning the first-ever Virtual California Wing Conference in 2020, as well as the subsequent conferences in 2021 and 2022.

Lt Moat proudly serves California Wing as the Director of Public Affairs.

She is excited to provide CAP members and their spouses with an immersive conference experience and hopes that everyone enjoys the superb learning environment and meeting new friends!

Maj (sel) Richard West, CAP is serving as CWC 2023 co- Information Technology Officer and Scheduler.

Maj (sel) West joined CAP in March 2017 and was appointed Commander of San Jose Senior Squadron 80 in Nov 2019; California Wing’s 2022 Senior Squadron of the Year.

Maj (sel) West is best known for the many hats he wears on behalf of the organization, the emails he sends, and/or running around conference (callsign “gopher”).

Maj (sel) West holds Technician ratings in Cadet Programs, Communications, and Historian; Senior ratings in Command, Finance, and Operations; Master ratings in Aerospace Education, Emergency Services, and Professional Development; and earned Gill Robb Wilson Award #4102 in Oct 2022.

Maj (sel) West has supported multiple large-scale events across multiple platforms for all three of CAP’s missions. During the SARS-CoV-2 pandemic, Maj (sel) West helped adapt Aerospace Education Officers (AEO) School, Corporate Learning Course (CLC), Squadron Leadership School (SLS), and Training Leaders of Cadets (TLC) to virtual offerings. Along with 1st Lt Stephen White, Maj (sel) West rapidly adapted California Wing Conference 2020 from an in-person event to a virtual one. California Wing Conferences 2021 and 2022 returned to in-person events, and Maj (sel) West is looking forward to another successful, in-person California Wing Conference 2023 serving alongside his fellow staff.

For his services, Maj (sel) West has received twelve Commander’s Commendation Awards including one National Commander’s Commendation Award, 2019 California Wing Operations Officer of the Year, 2020 California Wing Unit Commander of the Year, 2021 California Wing Airborne Photographer of the Year, and 2022 California Wing Education and Training Officer of the Year; seven Achievement Awards; and seven Disaster Relief Ribbons with V-Device.

Maj (sel) West will be assuming command of San Francisco Bay Group 2 at this year’s Awards Banquet

1st Lt Stephen White, CAP is serving as CWC 2023 co- Information Technology Officer and Webmaster.

Lt White first joined Civil Air Patrol as a cadet in 1983 and did his first solo at a CAP Washington Wing Glider Solo Encampment, going on to earn his private pilot license in 1998, and recently passing 1000hrs TT.  After more than a decade away, Lt White rejoined CAP in 2018 and is now qualified as MS, MO, AP, CD, MSA, CERT, and UDF-T, and is working on completing his CAP Mission Pilot qualification.  Lt White holds senior ratings in Information Technology and Aerospace Education and currently serves as California Wing Assistant Director of Information Technology for Aerospace Education, California Wing Aerospace Education FlightSim Program Officer, Los Angeles County Group 1 IT Officer, and Squadron 35 Mission Aircrew, Cyber Education Officer, and IT Officer.

Lt White has received several commendations including a California Wing Commander’s Commendation Award for his efforts in supporting the Virtual California Wing Conference in 2020 as well as 2020 Senior Member of the Year awards for both Los Angeles Country Group 1 and Squadron 35.

Lt White is a 30-year veteran in the IT field and started his career at Microsoft in technical support and, as one of the only pilots in the group, he was a lead support engineer for early versions of Microsoft Flight Simulator.  Lt White continues to be an avid Flight Simulator enthusiast and frequently uses X-Plane and Microsoft Flight Simulator 2020 to maintain proficiency as well as flying practice approaches at unfamiliar airports and surveying terrain as part of the planning for AP missions.  Lt White is currently studying for the CFI-SP written exam and hopes to someday complete a home-built FlightSim environment and get it FAA certified as an Aviation Training Device (ATD).

In his spare time, Lt White enjoys skiing, golfing, and sailing the Southern California coast.

Lt White currently works for CDW as a Principal Field Solutions Architect for Microsoft Cloud and Endpoint Management & Security.

Col King Maximus Julien XIII, CAP is serving as CWC 2023 Assistant Project Officer and will be a featured speaker on the topic of Inclusion and Diversity

In addition to being a movie star and worldwide karaoke sensation, Col Julien is a former commander for the Madagascar Wing and an aspiring hot air balloon pilot.  Col Julien is also a keen dancer, as was shown in his debut appearance in the movie Madagascar and its subsequent sequels.

Col Julien is currently on sabbatical in the Malagasy Republic where he is producing and directing a documentary series on the migratory patterns of indigenous waterfowl.
